Emmanuel Osei
Emmanuel Osei, Esq., is currently the Head of the Technology Transfer Agreement Department (TTAD) at the Ghana Investment Promotion Centre (GIPC), where he leads the facilitation and adoption of technology transfers into the Ghanaian economy.
Mr. Osei has close to two decades wealth of experience at the GIPC, including the review, registration and monitoring of technology transfer agreements; advising investors on the legal and regulatory framework for investing in Ghana; trade and investment policy formulation; investment treaty negotiations; and investment facilitation and coordination activities.
His experience has been key to the success of several high-level local and international engagements for the GIPC, including being part of the team that assisted in the enactment of the GIPC Act 2013, Act 865 and the Ghana Investment Authority (GIPA) Bill 2025, and the Ghana team to have negotiated Bilateral Investment Treaties with countries such as Canada, South Korea, Japan, the UAE, Barbados and Morocco.
He was part of the Ghana team that negotiated the Protocol on Investment under the African Continental Free Trade Area (AfCFTA). He has participated in sessions of the United Nations Commission on International Trade Law (UNCITRAL) Commission and Working Group III (Investor-State Dispute Settlement Reforms) as part of the Ghana team.
He holds an LLM in International Trade and Investment Law (with distinction) from the University of Pretoria, South Africa, a Professional Law Certificate from the Ghana School of Law, an LLB from the Ghana Institute of Management and Public Administration and a B. A degree in Social Science from the Kwame Nkrumah University of Science and Technology.
